Why the free inspection is not free
A free inspection gives the contractor a reason to turn any minor crack into a repair, because the visit is free and the piers are not.

The engineers' evaluation standard puts it in one line: avoiding conflicts of interest is essential to the credibility of the evaluation. A company that sells the repair cannot meet that rule while diagnosing the need for it.
What a second opinion is worth
The same conflict runs the other way. When the person looking at your house does not profit from the repair, when you get a second set of eyes, or when the company that comes out is straight about what you do not need, the number can fall from five figures to almost nothing. What a real engineer's report contains
We have one on file: a 5-page structural report from an Edmond structural engineer (Aug 2023, a pre-purchase evaluation, about $200 - $400 of work). It contains a visual evaluation method, per-defect observations with measurements, a stamped foundation plan marking where piers would go, and repair recommendations. What it does not contain is a repair upsell.

A real repair plan is a sealed document with 12 required elements, including its purpose and limitations, the geotechnical information and its source, construction details, and a required post-repair floor elevation survey. Hold any contractor's "plan" against that list.
Major work should rest on a site-specific soil boring and testing program, not just local practice. On completion, an engineer who stays retained issues a letter of substantial completion: the paper trail a future buyer's inspector wants to see.
The 3 levels of investigation: ask which one you are getting
Interview, document review, and a visual walk-through. The standard calls it a report of first impressions, and requires the report to say so.
Level A plus a floor elevation survey: a scaled drawing, with deflection and tilt reported against the published tolerances. Actual measurements.
Level B plus soil sampling, plumbing testing, material testing, and detailed reporting.

A Level A report must identify itself as one. Reviewing someone else's report without a site visit is consultation, not investigation; the engineer should personally visit and be in responsible charge. A "free inspection" is, at best, an undeclared Level A with no written report.
The yardstick is public

Numbers alone do not condemn a foundation. Below L/360 with no visible symptoms, the foundation is unlikely to be materially deflected; above it with symptoms, excessive deflection is a justified conclusion; above it without symptoms, more information is needed. Floor readings over less than about 20 feet are unreliable, most slabs are built within about 1 inch of level, and without baseline elevations movement can only be inferred, never proven.

Structural engineer vs home inspector: what is the difference?
They do different jobs. A home inspector gives your whole house a broad, visual once-over, usually at a sale, and Oklahoma's own rules are clear about the limit: a licensed inspector is not required to perform engineering services, to judge the adequacy of any structural system, or to predict future failure (Oklahoma Administrative Code 158:70-1-3). So a good inspector who sees a foundation concern notes it and sends you to a specialist. That specialist is a licensed structural engineer, who measures the movement, finds the cause, checks it against published standards, and stamps a report you can repair from. For a foundation question, the engineer's report is the one that answers it.
Is a free foundation inspection really free?
The visit is free. The advice is not, because the person giving it is paid when you buy the repair. That is why the engineers' own standard says an evaluator has to be free of conflicts of interest: a company cannot sell you piers and tell you whether you need them. An independent engineer's report costs $200 - $500 in OKC and belongs to you.
Which investigation level do I need?
Level A is a visual walk-through and document review (first impressions, in writing); Level B adds a floor elevation survey with measured deflection and tilt; Level C adds soil, plumbing, and material testing. Most homeowners start at A or B. For major repairs the standard wants site-specific soil borings, which is Level C territory.
Do I need an engineer for a hairline crack?
Usually not. Hairline cracks are within the published age norms for a house under 10 years old, and cracks up to 1/8 inch for one over 10. The trigger is change: a new crack that keeps widening, or cracks clustering with binding doors. Then get an engineer before anyone patches it, because patching destroys the diagnostic evidence.
